River Park, the second largest residential cooperative in the District, engaged Fletcher Consulting to provide the leadership and structure needed to plan and execute a comprehensive series of deferred capital improvement projects. We began by developing a 10 year master plan that established priorities, sequencing, funding strategies, and sustainability pathways for the community’s long term needs.

As Construction Manager for the Cooperative’s major capital projects, Fletcher has overseen the execution of the plan’s highest priority initiatives. This work included detailed due diligence, resident communication, design team selection and management, and ongoing guidance to ensure the Cooperative remained aligned with DC’s Building Energy Performance Standards (BEPS).

A new boiler plant – identified as the community’s most urgent need – was the first major project to move forward. Fletcher managed the full process, including bidding, contracting, and installation of high efficiency boilers that now provide heat and domestic hot water across the property. Following the boiler plant project, Fletcher led a separate effort to implement targeted structural upgrades identified during the master planning process.

Fletcher actively pursued opportunities for DOEE grants and incentives as they became available, ensuring the community could leverage every possible funding mechanism to advance its capital program. With the long range roadmap in place, planning and prioritization of additional capital projects, such as façade repairs, HVAC & plumbing riser replacement and window replacement continue as part of this ongoing engagement.
